Question GPU not working 100% in GTA 5

ryzen 5 2600x
16gb ripjaws v
asrock pro4-f
Gtx 970 msi

In GTA V i am playing with the settings and for some reason i can never make it go more than 45 to 55 fps, even if i lower them the gpu will just run at a lower usage percentage and the fps will remain the same. This appears to me to be some kind of glitch since when i go on the settings menu the game worrks on 60 fps and the gpu usage ramps up!

Any suggestions to help me will be appreciated!

Which resolution are you using? Is the MSAA setting turned off?

1080 it does not go over 55fps whether the msaa is on or off it just lowers the usage of the gpu

Try the same settings this guy is using and tell me the results.
