GPU Not Working (AMD)

I recently bought a gaming laptop and I've ran into some troubles gaming. The computer came installed with two GPUs.. One is the 8650m AMD card and the other is the much, much more powerful 8970 AMD card. However, when I play PC games, the PC uses the 8650m card instead of the 8970m card.

I disabled the 8650m card and tried starting AC4.. The game didn't hit 1 FPS which shows that when normally booted it uses the 8650m card instead of the 8970m card..

Any Ideas?

The newest drivers are both installed. Still the problem persists.

Even an 8650M should give much more then 1FPS

Check your temps (laptops tend to overheat)
What does your GPU/CPU usage show?

Did some other tests.. Still really confused here.

Tried playing Payday 2 and on ultra settings I was getting above 60 FPS. When I play AC4 on low settings, however, FPS drops to about 15. I seriously have no idea what to do or think about this
