GPU not working - motherboard problem?

Hi all,

A couple of days ago my monitor went blank while I was playing a game, and I smelled a bit of a burnt smell from my PC. I assumed my GPU had died, so I took it out and went directly to the motherboard's video port and that worked fine.
However, I tested two other GPUs on the motherboard and the results were:
Both GPUs don't display anything. The fans spin on one GPU (seemingly at max and not stopping), while the fans don't even start up on the other. It doesn't seem to matter which pci-e slot I put the card in, neither works properly. Another thing I noticed is, if I start up the computer with a GPU inserted, and try to shut down the computer (even by holding the power button), it will start back up almost immediately after powering down. However, when the card is removed, it will shut down normally.
I am now thinking my first GPU is probably fine(?), and this is some kind of motherboard, or possibly power supply problem?
Another question I have is: Could my first GPU have died and damaged the motherboard too? Is it unsafe to test that GPU's functionality by putting it in a different computer, or should I do that to make sure it still works?

These are my specs:
Main GPU: Radeon R9 290
Motherboard: Gigabyte GA-Z97X-SLI Socket 1150
CPU: i7 4790k
PSU: TX 650W

I appreciate any help or advice you can offer. I am pretty inexperienced with problems like this so I'm exactly sure what's going on.
 


It seems like neither PCI slot is working correctly though, is it possible that both of them don't work due to the 290?
I am pretty uneducated when it comes to pc hardware. Is it possible that the power supply is no longer functioning properly?
My computer seems to run completely normal when there is no video card in it right now.
 
Try the paper clip test
This makes sure your power supply works. Though I believe it is not the TX. Also try putting the card in another system with a good high wattage power supply. You do not want to put it in a prebuilt system. If you are doing in a prebuilt, use the TX 650 as your power supply, and not the one that came with the prebuilt because the lower quality PSU wil further endanger your GPU. Just make sure to use a working PSU with enough wattage, 600minimum. There is no danger in testing in another system as long the oThere system can system can support the card as of wattage
