In your question you said that the GPU didnt work in other machines either which would eliminate your PSU being the issue, plus power is running to the card as the fans are spinning up. I would say that the chip is most likely faulty on the card. Although i've just had a read up on the reviews for your PSU i would probably be thinking about switching it out sometime soon as its not very reliable.
If the fans power up i would say the PSU is fine, it could be an issue with the PCI/e connector on the card or an issue with the actual chip itself. If the card doesn't work in other PC's using different PSU's chances are its the card that is faulty not your PSU :)

thanks dude... if I wanna check the psu then how?... if it is faulty then another gpu will be dead... is there any alternate way?
