Question GPU Not working properly - would really appreciate some advice.

I have a laptop with a 1060 6GB. I have recently started playing The Division 2 and discovered that I had quite a lackluster performance.

I opened up my Task Manager on my second screen and checked the usage of my GPU while playing. My GPU at best was working at 30% load (and that was quite a rare occurrence) and in the detailed tab I saw the following:

GPU 1 - 3D was barely used, at best reaching 3%
GPU 1 - Copy was used the most, usually between 15% to 25%

I have played for a bit with a friend's graphical settings (mirroring them exactly). He too has a 1060 6GB. He gets quite consitent 65 - 70 frames. I get somewhat consistent 35 - 40 frames. And when the visuals are intensive, it often drops to 12- 15 frames.

When I asked him to check his Task Manager, he said that his GPU1 - 3D was at around 65% - 70% most of the time and a tiny sliver of GPU1 - Copy around there, maybe around 5%.

Why is this happening? I am guessing this is why my game runs so poorly. I have already prioritised it Nvidia Control Panel. Max performance, most energy output, obligatory GPU use. Also checked my battery settings again and everything is set for max performance.

what the cpu/gpu temp?

Unfortunately I have been struggling with finding ways to cool my laptop, it has really poor venting - so my GPU under a lot of stress reaches 90 degrees. And from what I can see, the CPU reaches around 70. As for the Usage of the CPU - it stays around 65 - 75%. Sometimes reaches 80%
