Hello there everyone, I don't not have a problem anymore with my GPU but I would like to share how I was able to fix my situation, as some people out there have experienced what I did and doing everything what people suggested they still have low FPS on games.

Two weeks ago, I was notified about a new driver update on my GTX 970. And I had recently reinstalled windows 7, because of the wiring on the electric circuit in my house I can't receive the full 70 MB/S I should be... So as a result I was reinstalling my games and drivers for keyboards,
webcam ect took me 12 hours ...(Now I am receiving my 70.00 MB/S thank to WIFI TP link extender) Link Below.

Anyway, because of the low data speed I had in the past, I was installing everything over night and so most people out there hate to pay electric bills, I put my power saver mode on.
To begin, click on Start and open your control panel from your Start menu.
Click on Hardware and Sound.
Click on Power Options.
On the left side of the screen, select Create Power Plan.
Select the High Performance radial and give the power plan a name.
Few days afterwards, I experienced low FPS in all my games, League of Legends, CS-GO, Creativerse, GTA ect ect...., I tried everything,,,

I thought I tried everything there was I was so frustrated and wanted to die... luckily I was a cool brother and he told me about the power saving mode I remember I put on, which actually was the problem....NOT POWER MANGEMENT ON NVIDIA CONTROL PANEL.
After changing my power consumption back to normal (balanced) or high performance my GPU was working perfectly I was so happy I didn't have to waste money on a new GPU
How to Change Power Usage??
Anyway once I was found this out I wanted to share this so other out there don't need to spend money on new hardware and still not have a working PC. Hope this helps anyone with low FPS drops
Now I'm gonna play CS-GO with 400 FPS

Checking for virus (None)
Driver Updates,
Changing power management on NVIDIA Control Panel
Updating my BOIS
Reinstalling WINDOWS and then Updating 210 updates which BTW TOOK ME 13 Hours
Changing GPU to see if my gpu was dying (Luckily it wasn't a gpu problem)
Changing PC's
I tried everything I looks on forums, videos, live chats with NVIDIA (Really Good service by the way)
I sent an email to MSI (MY GPU Manufacture (ABSOLUTELY HORRIBLE SERVICE DON@T BOTHER) any problems with your GPU Ask NVIDIA
I even watch a video about how to problem unistall all register of their driver using DDU
