GPU Not Working?

Hi,

I have a new PC I'm building and I currently have every part except for a hard drive. I was told that I can still turn on the pc and see the screens that will come up including the bios, but when I turn it on, my monitor just says no signal. Also, when I plug it in to my TV rather than my monitor, it is just a black screen the whole time. Help! Thanks.

Forgot to add: my mouse is supposed to light up, and it doesn't. It's plugged into one of the USBs on the motherboard.
