GPU one fan not spinning

So i got msi afterburner for my gtx 1060 6gb armor and even under load one fan is not spinning its actually twitching and after i touch it its starts spining normally !this isnt an issue when idle cause the fans dont sping under 60 c but when the gpu gets hot only one fan spins and the other twitches! is it stuck cause after i touch it it syncs up to the other and it works normally plz help! if its caused by dirt can i fix it?

Some dual fans cards has a feature that 1 fan wil be still until it reaches a certain temp, then it will start.
Check the manual for your card.

It MIGHT just be dust in the fan... I use both compressed air and q-tip when cleaning my pc.

No worries i fixed it by just taping the fan a few time there was probably some debry that stoped the fan but now its clear thanks for your help though!
