Question GPU only running at 1-3% when playing games

I was playing GTA after a while and noticed extreme frame problems. I looked at task manager and saw that my CPU was being used at 80-95% and my GPU was being used at 1-3%. Is my CPU just bottlenecking it (it's an i5 4590 and my GPU is a 1060 3GB)? I thought that the GPU seemed too low even if it was bottlenecking, but I don't know anything about it.

CPU: i5 4590
Motherboard: Z97 PC Mate
HDD: WD 1TB
GPU: GTX 1060 3GB
PSU: I honestly don't remember but I've never had a problem with power. I think 445W? could be totally wrong
Chassis: Rosewill full tower case, I don't remember the specific model
OS: Windows 10

Are you on the latest motherbaord BIOS? Did you try uninstalling and reinstalling your GPU drivers?

Getting this info is VERY important. Open your ATX cabinet, and check the PSU's label printed on side of it.

Reinstalled, didn't do anything. PSU is OCZ550FTY (Fatality 550W)
