GPU or CPU upgrade? Wait for Ryzen or get Skylake?

So I'm the deciding between a GPU+PSU upgrade (GTX 1060 and Seasonic 520w) or a CPU upgrade (i5-6500 + AsRock H110 + 8gb DDR4).

My current set-up:
Core 2 Duo E7500
4GB DDR2
GT 730
500GB HDD
280W PSU

ALSO...
Due to the recent hype about Ryzen, I've been thinking of waiting for that too since it's gonna be released next month. This month seems like a bad time to think about an upgrade since everything has been confusing me so much.. @_@

Games I play:
Mostly MOBA games but I want to play games such as GTA V, Witcher 3, ROTTR, and many other AAA titles.

EDIT: I know this might be an obvious decision since my CPU reaches 100% usage even when using Chrome but I just want to know if which is really a better upgrade.

Wait for Ryzen. The prices of Intel CPUs will be lowered. After that, compare the benchmarks and price, and pick the one you like.

In my guess, the better one will be Ryzen. There was some promising performance when the 8 core variant was compared to 6900k (Blender render time, encoding).

AMD also mentioned that Ryzen will beat he Skylake counterparts. That means the 4 core variant will surpass 6600k, or even 6700k. But since Ryzen CPUs have hyperthreading, it'll very likely beat 6700k.

If you are getting Intel K series CPU, you'll need Z170 series motherboard. The other series like H110 doesn't allow overclocking.
You'll also need more than 8GB of RAM because some AAA titles (like Battlefield 1) have a minimum requirement of 8GB RAM

Wait, If Ryzen is as amazing as I hope it will be Intel will have to lower their prices to stay competitive. They have been price gouging for to long.

Ryzen doesn't even have a release date and in the latest demo they hadn't even decided what the final clock speed will be. This will need to be done well in advance of mass production and then distribution. I wouldn't be surprised if we don't see Ryzen in the shops for another 3-6 months. This recent announcement smacks of trying to keep people interested as its taking way too long to get this range to market and its not going to be any time soon or at least that's my opinion.

If I am going to upgrade within this year or early next year, I am going for the i5-6500, 16gb ram ddr4(I already have the 2 sticks so I am limited to Skylake), a GTX 1060 3gb(this is what my budget can handle), and a seasonic 520watt psu.

I am from the Philippines so prices are very high when compared to the US

Seems good enough. You could also consider RX 480 4GB for the extra VRAM.
Since your CPU is non K series, don't get the Z170 series motherboard. Get anything that's a B150, H110, H170 series.
