Gpu or cpu?

So i got an old pc like 5 yrs old
Intel core 2 duo e7600
4gb ram ddr3
Nvidia 9500gt (i had 9800gt but it died)
400w psu
1280x1024 monitor
I can't decide what to upgrade first

1. I was thinking about gtx 1060 3gb becauz it will be good for a while untile i get new cpu.

2. I could get i3 6100 ram and mobo but then i have to use intel 530 hd from cpu cauz no money for gpu. I heard that this cpu wont last long for games soo..

What should i do? Right now games are pretty miserable rocket eague 28 fps low 720p. I dont want to play modern games right now just esports.

I'd get the cpu, as there may be bios issues with a 1060 and the C2D.

and the C2D e7600 is more like 8-9 years old
