Question GPU or Display Port Cables?

So recently my gaming pc has been acting up. When I boot up any of my games they are stuck or capped at 14 fps even though fps is unlocked. So I restart and still have the same issues with the game and the games are stuck at 14fps. So today I decided to unplug the Display port cables and the games are completely fine and the fps is back to normal. What could be the issue, I am hoping the GPU isn't going bad.
The issue happens when the computer crashes and the computer will freeze, white screen and black screen and after the restart the fps is crappy again.

Unplugged the Display Port cable and then plug it again?
