GPU or Monitor Failing?

I can't tell if it's my monitor for sure, since I don't have any other Monitor atm to test this with as it's using a DVI, I tried out using a spare DVI cable, but that didn't do anything. I try testing this using the TV with HDMI, and the issue is gone, but when I switch it back to my Monitor the issue was gone as well, but came back later on the monitor.

I tested my monitor trying to see if I can get the issue to show up, then I unplug my monitor power core out, waited about 5 mins, plug it back in, and the issue went away, but later came back after like an hour, so i'm really thinking that my monitor might be dying out on me, or I could be wrong, and something up with the GPU, or something.

There no pixel squares, but here an example video link below, now in this game the issue shows up if I look at the mountain at a certain angle, the example issue you will see, this also show up when watching Netflix, or youtube videos, not sure why, but this doesn't show up in Overwatch, or most of the other games. I already did a driver wipe *DDU* 4 times with 4 different drivers.

Also these issue doesn't show if I record it with anything on software side, so I had to use my phone to record this, to show it.

So I'm happy to say 100% for sure that my monitor was the issue, because I lead my monitor to my friend for the night, and I used his, and we both have been using them for about good few hours, he notice the same issues on my Monitor within the 1st hour of using it, I came over to record it, and I have uploaded a video showing the issue.

So I got a new odd issue that came out of no where, also I got my friend to bring over his PC and Monitor. The issue started when I started up my PC, it wasn't using my native screen resolution 1440x900, but using 1024x768, and it wasn't displaying my Monitor name, and only options for screen resolution was 1024x768 & 800x600. I try conneting my Monitor to my motherboard DVI port, which for some reason doesn't work at all, it stay as a black screen, so switch it back to the GPU I did a DDU wipe, that didn't fix it.

I plug my Tv in using HDMI, works perfectly 1920x1080, I used my friend monitor and that also workings perfectly as well, but with DVI, but as soon I plug in my Monitor back in, it's still 1024x768, I tested my friend monitor with my Motherboard DVI port, and it works perfectly just fine; so my friend booted his PC up, conneted my Monitor to his PC and it started working again at 1440x900, so I plug my Monitor back to my PC, and it also started working again. So I'm very convince that something wrong with my Monitor, as it display name wasn't showing up for the 1st few tries, but every device works perfectly without an issue with HDMI, and DVI, also I tested my Monitor back again on my Motherboard DVI and that also started working again.

Doing an update, and it was indeed my monitor going bad on me, I tested by pushing the power button off, left it off for a min, or two, turn it on, and the issue went away, I was playing MGS V PP, when I aim down the sights with the rifle and shoot I get the issue, but when I did the test, the issue went away, didn't unplug anything, so I know for sure it's the monitor.
