Trying to figure out what would be a better route to go. Trying to decide between upgrading my gpu from a GTX 650 ti to something in the $200-$250 range or upgrade my Syncmaster B2030 to Benq xl2420te or Asus VG248QE. Any input would be great.
Depends on your current monitor. But chances are you'll benefit from something like a GTX 760 over a new monitor for now, and when you have more money, grab a new monitor.

I'd do monitor first! I went 1440P and I have a HD 7870 and I run bf4 high setting with 50 FPS. People told me to upgrade my GPU first, but I didn't need to. Anything 1080P, the 650 Ti is good enough. Upgrade your GPU next year when the smaller nm comes out.

Like I said, Hold onto your 650 Ti. That thing does Great for the mid range market. There are better technologies coming with the next generation of GPUs, and right now GPUs are priced HIGH. I'd recommend you wait and either get the next generation of GPUs out, or wait for current Gen to go on sale.
A new monitor won't enhance your physical performance, but will of course enhance the visual. So buying any new graphics card will suit you much better.
As someone who went from 1440x900 TN to 1920x1080 IPS. It was a freaking massive visual difference. I don't know what you're talking about... Oh, and now I'm sitting at 2560x1440. His GPU is already powerful enough for 1080P. And better GPUs are coming along later this year and the current Gen of GPUs are over priced. There is no point in him upgrading his GPU. Especially for his current resolution.
Know what, Just save up more money, and get a new GPU and Monitor at the same time. But for right now, a 650 Ti is more than enough for your current resolution. And will handle 1080P.
