i have a :
gtx 1060 6gb
i7 7700k 4.2ghz
16gb ram

should i upgrade my monitor or gpu first?

Well a monitor would probably be the cheaper of the two since 2 steps is usually recommended for a GPU upgrade so 1060->2060 is 1 step and 2060->2070 would be the 2nd step...

What is the final goal of the upgrade? 2k gaming, 4k gamin, VR ...?

I would do monitor first then to either a 24 or 27" IPS with 75hz and faster response time or a gaming TN panel. Maybe a 27" 1440 one.

I recommend you to upgrade a monitor first as 1060 is powerful enough to give a good gaming experience. After that you can go for RTX 2070
