GPU or Motherboard problem?

Hi everyone!
Here is my problem:
I have a system for 4 years now, and so far everything worked right.
However, recently I encountered a serious fps decrease in games, that I play a lot.
I tried some benchmarking softwares, and they all showed that my gpu is weak.
I have an other rig at home, i put the vga in that, and it worked just fine.

I tried antivirus software, malwarebyte etc, nothing seemed to work, so I did a windows reinstall, with everything deleted from the hard drives.
The problem still persists.

Is it safe to say, that the motherboard is malfunctioning, or is there an other possiblity?

Specs:
Motherboard: Asus H81M-P
CPU: Intel Core i7-4790
VGA: Nvidia GeForce gtx760
RAM: Kingston 1x8 gb 1600 MHz
HDD: Toshiba DT01ACA200 2TB
SSD: Samsung 850 Evo 250GB

Thank you!

/Edit: serious fps decrease means 30 fps -> 2-5 fps :) /

I see, thanks...
Well.. I took out the HDD, and the problem still persists... 😀
I guess I will buy a new mobo then, and see if that solves the problem..

Things I checked/tried so far:
-All the temperatures are okey, the pc is clean.
-I switched the PCU with my other rig (they are identical, but since the videocard worked well in that pc, i thought it worth a shot)
-Benchmarked the CPU, the RAM, HDD and SSD. All of them work fine.
-Checked the capacitors on the motherboard, I don't see anything wrong with them.
-I consulted with a PC service, but they told me that it can't be the motherboard. (because if it was wrong, it wouldn't work at all)

But the problem still persists, and I ran out of ideas.
Help would be really appreciated :)
