Question GPU or PSU Failing?

Just a couple of days ago, I started to notice some weird sounds coming from my PC. After checking, I can confirm that it's coming from the PSU. In fact, it's exactly this one

At first, I didn't give it importance since I thought that it would be that the fan got stuck with some dust (I tend to clean the PC quite often, but yeah...). But today, I started to notice another thing that I don't know if it is related to the PSU: my GPU all of a sudden, even on idle, the fans are at 50% when they have always been at 0 rpm when idle (AMD). Another weird thing is that the Zero RPM option has disappeared from Adrenaline.

But that's the minor part of the problem, but I think what I just mentioned is related to my problem... here's the deal: since I noticed that weird sound from the PSU, the GPU hasn't been performing as it should be. In fact, I'm getting this pattern: 99% GPU usage + 100% fan + low power draw = low performance.

I also ran a stress test from Adrenaline, and I saw the same pattern, even worse. I can see here that power draw and clocks are not consistent. It's as if the PSU is not providing power.

It's weird, like two days ago, all was perfect and fine, and I have not made any changes, no new hardware, no new drivers, no BIOS changes, nothing.
I've updated the AMD drivers (using DDU) just to make sure that it's not driver errors, and nothing, same thing.

Both GPU and PSU are under warranty, but I'd like to know which one has the issue. It may be both; I don't know. The hardware that I'm talking about is:

GPU: XFX RX 6650 XT
PSU: Corsair CV650w
