GPU or PSU?

The lower part of my monitor started to about every 5 to 10 minutes flicker once.

I've changed the monitor and the HDMI cable and the problem did not disapear.

Tried using the IGPU and the problem did not happen again.

Before I send my GPU for an RMA I would like to know if this is indeed a faulty GPU.
GPU: Strix 960 4GB OC
PSU: EuroTech Silent Pro 580W

If you want to make sure, test the video card in another system and see if the issue follows the card. It may be your power supply also.
