Question GPU or something else not working correctly

I have an ASUS built desktop computer. AMD FX-8300 Processor, DDR3 12GB memory, AMD Radeon R7 240 2GB GPU, HDD 2TB Storage and I have 2 monitors connected. I'm not sure what other info might be needed. I am not a genius when it comes to computers but i have basic knowledge. I like to play a game called starblast.io and have played for almost a year with no issues. I usually watch Netflix or something else on my left side monitor and play my game on the right-side monitor. A couple months ago, while watching Netflix only (not playing game) i noticed the show/movie would freeze for half a second every now and then and a "errrrrrrr" noise would come from speakers when it happened. Basic google searches led me to believe my GPU was beginning to fail. So i started taking it easy and stopped playing game at the same time as watching Netflix.

Then last week the game stopped working properly. Gameplay would be fine and smooth until I got into a close combat dog-fight with another spaceship. During fights, the bullets wouldn't come out of my gun. In a discord chat, one of the game developers mentioned it could be my GPU since more is required of the GPU in close combat fight when a lot of different things are happening than when i am just mining asteroids which is a very basic task in game. So this prompted me to replace the GPU. I bought a brand new exact replacement AMD Radeon R7 240 and installed it today.

Computer started up fine, but google chrome launched as an all-black window. I found a fix online by deleting the contents of the folder C:\Users\USERNAME\AppData\Local\Google\Chrome\UserData\ShaderCache\GPUCache and then when i opened Chrome again, it worked fine. No more black screen. My problem is i am having the issue with my game still. My ship just stops shooting bullets even though i am holding the mouse button and stops functioning in close combat. I haven't heard it yet, but the "errrrrrr" sound and video freezing during netflix shows may or may not still be present. I feel like i just replaced my GPU for no reason. Does anyone have any idea what is happening with my computer and how i can fix it?
 
Asus AcBel HBA005 is on label on side of PSU. Using NZXT Cam to monitor computer specs the CPU temp hovers around 20 degrees with CPU default clock speed of 3300MHz but at the moment it is at 3611MHz clock speed and 1493RPM fan speed. GPU temp hovers around 42 degrees and while typing this it is at 400MHz clock speed but jumps up to 730MHz when i open this tab to type.
 
I have even tried to restore to a fresh install of windows thinking that might help but it got 30 something percent done when it stopped, restarted and said no changes were made. I may just take it into a computer repair shop if nobody has any ideas here. I was just trying to save some money by attempting to repair it myself
