Gpu over hearting

i am using core to quad Q6600 with 8gb ram and amd radeon hd 7870 2gb ddr5 256bit .. with 400watt PSU ...it cause alot heat right after i start playing game at max resolution and it reachs 83 c in 20mins i started playing and my system shutdown it self automaticly ....does all this happens coz of lack of POWERSUPLLY power

Well this temperature should not to be worried about, but still it is high...,can you tell more details like what PC case you have and how many fans are in there....? and Idle temperatures, what game you are playing, your resolution at which you are playing games.

i am using a buitin case of core to quad...........one at the back but i always open one side of my pc .......i play fifa 18 at medium graphics but 1900x1080.it work good and my gpu temp reach 73.....but when i play tekken 7 or battle feild within the 20 min my gpu reachs 83c and shut down it self

Try cleaning your gpu and cpu heat sink and apply new thermal paste and clean the whole computer it will definitely bring down temp.
