GPU Overheating, Need New Card? Fixes? Need HELP!

Alright, here's the deal. I recently went through this whole ordeal: http://www.tomshardware.com/forum/id-1722211/playing-games-computer-crashes.html#11115270

Here's where I'm at now, I cannot run anything heavy (UDK) without my GPU spiking through the roof like high 80 C's. I usually shut down UDK if it gets too close to 90C's. I want to fix this...

My system specs are:
Model: Dell Studio XPS
Processor: Intel Core i5 CPU 750 @ 2.67GHz
Video Card: ATI Radeon HD 5670
Hard Drive: Don't know how to check...
RAM: 6GB
OS: 64-bit Windows 7
Power Supply: 350W

I'm running Afterburner with fan speed at 100%
My Core Clock (MHz) is 775
My Memory Clock (MHz) is 1000
I have my case open with a house fan blowing in there and at idle my GPU is anywhere from 50C to 65C

Is there some way to fix this issue that I don't know about? I'm very strapped for cash and I would prefer not to have to buy a new card but, if I do...

Do you have a recommendation for a new video card? I really only have about $150-$200 and my power supply is 350W. I have a standard monitor with a standard cable and I really don't know how to judge size of card and space in case. As you can tell I don't know much about this stuff...

I've never had any problems running UDK before. I only put my last post there to reference what happened until this point, I'm not trying to fix that anymore. That is why I directly reference UDK in this post... And if my card is dying, I direct you to the second half of my post.
