GPU Overheating while Gaming

My GPU(GTX 770) overheats in about a minute after starting a game,this started a few months ago,and i thought it was the thermal paste as the GPU is about 2 years old,so yesterday i changed it,all seemed fine as the idle temps went from 35C to about 23C,but then i started playing CS:GO(which shouldn't be a hard game to run on this GPU), and temps skyrocketed(around 80C) in about a minute or so in the game.The case is fairly clean as i cleaned it when I changed the thermal paste(plus the case Zalman Z11 Plus,has 1 front fan,2 on top and 1 at the back) and the temps in the room are around 20C,any ideas why these happens? I'm asking about the fans on the GPU. They can be set at 100% but they may not even be spinning.

Oh,i see what you are saying,i just tested that by setting them to 100% with MSI Afterburner,and they are spinning(tested with the case open in front of me,so i saw that indeed they are spinning),also the hardware monitor i'm using says they are spinning at 3400 RPM,so that is not the problem.The thing is,it wouldn't bother me that it gets to that temp,as it's a temp that won't damage the card,but it lags cause the GPU throttles to cool itself down.

Unless the ambient temperatures are really high, it has to be a problem with the cooler. It may not be seated properly or something, but that doesn't explain why your temperatures were high before you reassembled it, unless you had already reassembled it before that.

The temperature in the room is about 20C,and no,this is the first time I opened up the GPU,I thought that i might have not reassembled it properly,but as you said that doesn't explain why whis happened before,I tried everything(look for malware,clean driver install,clean OS install),so i'm out of ideas,any new idea would be apreciated.
