gpu overheats but wont use 3rd fan

so recently I was playing monster hunter world and my game crashed with a err12 display driver crashed(this never happend for the last like month of playing the game), I updated my driver I checked the game files and I tried again , same problem after a few minuts the game would crash so I monitored my gpu and cpu through msi afterburner and noticed that my game constantly crashed when my gpu reached 80 degrees, which confused me cause my gpu never really reaches such temperatures so I checked if there was any issues with its socketing and so on and realised that the 3rd fan on my gpu wasnt turning. I cleared out any dust but still no change I went back to msi afterburner and turned fan speed to 100 and the fan spinned but if I turn it down to 90 or below it doesnt. I googled this and found that fans tend to not spin if not under load but the fan wont spin even if my temp are reaching 75+. so am I doing something wrong? or should I just keep my fans on 100%

Are you, or have you, used a personalised fan curve? Which GPU have you got? List full specs of PC so we can get a better idea of your setup.

No I have not set up a personalized fan curve (mostly cause I don't tend to mess around with my hardwear unless I need to)

Gtx 980ti hall of fame edition
16gb ddr3 ram
Intel i5 4670k
H81M msi motherboard
750mw power supply
Windows 10

You can use MSI Afterburner (or another) to make a custom fan curve. YOU decide at which temps the fans increase, or decrease. What country are you in? Are the ambient temps cool, or warm?
