GPU overheats fast?

So my gt 220 was working good for 2 months at least, but now it overheaths with simple youtubwe video and goes off giving me kernal error 41, or saying that display driver stopped responding and has recoverd. It happens even when i changed OS and GPU for geforce 7100gt. I dont know why and how to fix it, i also changed ram and psu and still not working.
 
Generally overheating could be due to dust clogged in the cooling system. Nothing much you can do for this, just try to dust off the graphic card and pcie slot using compressed air. If you are comfortable, try to apply thermal paste on the chipset, you'll have to remove the cooling system for that.
 
How do you know it overheats? Have you actually checked the temperatures?
There are great tools, such as GPU-Z or MSI AfterBurner that allow you to easily check the temperatures.

Make sure it overheats first before doing anything. Confirm the problem, and then proceed to try and fix it.
Which card is it specifically? (Full model name)
 
Unfortunaely from some reason gpu never shows more then 38 celsius, in hwmonitor and gpu-z, but when i turn off pc and touch gpu it burns my fingers, also i tried using old gpu 7100gt and it also overheath to 67-70 with nothing at all.
EDIT: also my gpu fan speed is 25 percent is that too slow?
