GPU overvolted by default?

Is it normal for my card to be on +13mv by default? I'm using the MSI R9 290X Gaming 4G. I tried to search around for the answer and couldn't find anything.

Yes, some cards are overclocked out of the box. Unless this card is a reference model, that is completely normal.
