Question GPU performance degrades in game

Hello, this is a fairly recent issue. I first noticed something wrong when I started to play Mass Effect LE. I thought the fps in those games were kinda low considering their age but didn't think much of it. I booted up Control and that's where I found this certain issue. I think my gpu isn't performing like it should. When I load my saved in Control, I'm getting close to 60fps but within like 30 seconds to 1 minute the performance nosedives. My fps goes to the 20s and lower. I wanted to try another game so I booted up Elden Ring and the performance there is not good either. Elden Ring doesn't do what Control does, it just has bad performance from when I load my save and start playing. I used shadowplay to demonstrate what is going on in Control. I have used DDU and reinstalled the nvidia drivers and the problem still persists.

AMD 5800x - watercooled
EVGA 3070 FTW3 - watercooled
ROG Crosshair VIII Hero
GSkill 2x8 4000 F4-4000c18-8GTRG

Have you monitored the GPU and CPU's temp value while gaming ? Any signs of overheating ? Which power supply are you using, PSU ?

I used afterburner to display everything while recording Control. I don't remember the gpu going over 50c or the cpu going over 60c. My psu is a seasonic 850w/
