Question GPU performance limited

I recently replaced the motherboard of my laptop (ASUS GL552VW) after it went trough some problems (the graphics card wasn't being recognized). Now, those are solved, however, I installed a few games to check if everything was working correctly, one of those being Witcher 3 and while playing it, it was very laggy, with the same exact settings I had before any problems. The thing is, when I'm playing, the GPU usage is around 55~60%, and in a game like that it should be next to or even 100% and outside of the vent should be very hot, but that's not what happens.
I feel like the GPU is capping its performance and it is has power to do more, I just don't know what is wrong

Well, my CPU usage is really low while ingame (12~15%). How could I improve this then?
The processor I ahve is a i7-6700HQ 2.60GHz
