GPU performing disappointingly, low FPS

So, I bought my rig like 15 days back & since then I'm getting a pretty abysmal performance in the two games i'm playing currently i.e. The Witcher 3: Wild Hunt (ver 1.02) & Fallout 4. Mostly the avg fps are around 28 in The Witcher & around 30 in Fallout 4.
While gaming, gpu load 35-55 with temp around 62 degrees & cpu load 95-100 with temp around 19 degrees(using MSI Afterburner).
I've used DDU(display driver uninstaller) to completely uninstall my gpu drivers & then installed them again(ver 361.43), flashed & updated motherboard BIOS, updated windows 10, updated other drivers but no improvement in fps while gaming. Also, I've tweaked settings such as power management mode to max performance & turning Vsync off & adaptive, setting PhysX configurations to GTX 970 but its of no use. I haven't OC my gpu or cpu yet as i think it should run these games easily on ultra at 1080p. Here's my rig :
Core i5 6600K, Cooler Master hyper 212x
MSI Z170A Gaming M3
4*2 DDR4 @ 2133mhz
MSI GTX970 gaming 4G
Cooler Master HAF advanced
Cooler Master G650M
DELL s2216h (21.5inch) 1080p, 60hz
Windows 10 Home 64 bit

PLZ SUGGEST ANYTHING THAT I COULD DO TO GET MY FPS AND GPU USAGE UP?
 
So your 6600K is showing 95-100% usage and only 19C in temperature? Try running a stress test on the CPU and see what HW Monitor is showing. There is a huge disconnect there somewhere between usage and temp on the CPU. You should be at least 20-25C higher than your room temp under load with a 212x cooler.

There is something going on with your CPU choking up your GPU.
 
Do you have 3d mark ?

Fallout 4 is broken atm. so dont compare the result with it.

Witcher 3 is a high demanding game. My gtx 980 ti strix sits around 120 fps in novigrad and outside it can go Down to 65 fps on 1080/ultra. You may also wanna update the game to 1.12

Use another monitor program instead of MSI?



 


 


actually, i get it installed from outside, the whole rig, they assembled it for me. pretty professional ppl those, i don't have any idea what they apply but i certainly didn't apply anything at all. and yeah, the thermal paste was used up as i had the tube in the box , so i guess they did.

 


i haven't overclocked anything(cpu or the gpu). so , i think they are on stock clk.

 


I had a 970 before, and running Witcher 3 on ultra 1080 with hbao+ and nvidia hair works Will give you 30 fps.
 


Nvidia hairworks are totally off, yes Hbao+ is on but fps is 25-30 on avg. Now benchmarking with valley & will post the results.

So, ammm..just did the Unigine valley benchmark 1.0 & got the above mentioned score...good? bad?
sorry, i'm acting like dumb but i'm not really into all these bench-markings & all.
ok, so i dont know how to put the f***ing score here, so...suggestions guys.
 
And now I'm facing a brand new problem, my core & memory clocks are now @ 1113 & 3505 mhz with temp at 58 degress & i'm not playing any game . just yest, it was more like 135 & 150 respectively with temp around 36. gawdddd...what the hell is going on??? is this could be msi afterburner, i installed it from guru3D not from msi website but yest it was showing a whole different stats like i mentioned.
 


Dont use afterburner, only heard problems about it. Get evga precision x. And hw monitor. Are you talking about idle temperaturs pr just after the benchmark?

yeah man, its been like 15 mins after the benchmark & now temp is @ 60 degrees(from 58 like 2-3 mins ago) & clocks at 1113 & 3505 mhz. yeah, i'm gonna uninstall this msi afterburner & go for the one u mentioned.

OK, since I'm not being able to get the clocks & temp down , I'm restoring my system 6 hrs back before I uninstalled nvidia drivers & updated Intel ME drivers, hopefully I'll get this prob sorted out. I also updated my BIOS but I don't think I could go back in BIOS while restoring system.
 
i've got the same core & memory clock reading i.e. 135 & 165 with temp around 37 degrees @ idle. Now, i'm kinda confused , should i do a clean nvidia drivers and intel ME drivers install @ the risk of getting the clock and temps up again or should i just play the games in whatever fps i'm getting
 


Max temp i'm getting is inbetween 20-25 degrees, how could it be related to thermal throttling? I don't know man, the whole day I've tried & now i'm back to square one. The thing is my cpu is at almost 100% load with temps around 20-25 & my gpu isn't going above 50-55% usage. I have this feeling that its just a small little tweak but i'm unable to find it till now. As soon as my gpu would go around 90% usage , all these things would get resolved...just don't know how...& i'm tired as hell..Hope someone would come up with an answer :??:
