GPU performing poorly

So i recently purchased a gpu( used 1060 3gb, previously had gtx 960 4gb) and it is paired with an i5 2500k (not oc) 8gb of ddr3 1333mhz ram, 120gb ssd, 500 watt evga psu, and have realized that my performance is not any better if not worse than my old card. I have done DDU several times in the correct way and have looked for a bottleneck but dont seem to find one. I have been testing in Black ops 4 and people with the same rig are getting 70+ fps while im only getting around 40-60 fps with big frame dips. I have tried and read alot over a week and cant find a solution, and really need help. (Also my mobo is a dell optiplex 390 updated to latest bios).

Run 3DMark with the new card, run 3DMark with the old card, compare scores. If a new card did not help, it's likely a CPU bottleneck or you are using different settings in the game with the new card.
