Question gpu performing way below expectations

i have a rtx 2070 super, ryzen 5 3600, and 16gb ddr4 3200mhz ram. im getting significantly lower fps than others with similar setups (160-220) on a mix of low and medium settings. the card idles at 35 degrees c and goes up to 55 degrees while gaming. on user benchmark it says its performing way below expectation.
 
What game? And what are you comparing it to? The same specs or a "similar" Intel build because Intels will be slightly higher.

Is this a new build or did you upgrade your PC?

Did you remove previous drivers using DDU (Display Driver Uninstaller)?

What power supply do you have?

Finally did you bring you main boot drive from another system? If so you need to start by reinstalling Windows, I know its a pain but the issues that arise from using a boot drive from a previous system are too numerous to easily diagnose.

The game is rainbow six seige. I was comparing to benchmarks of the same or similar ryzen cpus. Its not a new build. i upgraded the gpu, cpu, and cpu cooler. i did use DDU. i have a 620w seasonic power supply.
 
In the BIOS it should be listed what version you are on in usually the upper corner.


I should ask what kind of GPU utilization are you getting in game?
How should i monitor gpu usage? and the bios version im on is e7b85ams.1b0 and i cant even find it on the list of bios versions. the latest is 7B85v1B. they sound very similar though so i dont know if its the same thing
 
You can use Windows task manager or MSI Afterburner and leave them open while you game to monitor usage.

You can also use https://www.userbenchmark.com/Software and compare your system to others or run something like https://benchmark.unigine.com/superposition to test mainly your GPU against others performance.
i already used user benchmark. my gpu is in the 10th percentile. also did you see where i talked about my bios version? should i try to update it again?
 
No, thats the correct BIOS, its just displaying that way.
So ive been testing the gpu usage and it ranged anywhere from 55 to 85 percent usage. and i noticed the more fps i had the higher the gpu usage was. when the gpu usage was at like 85 i had 290 frames and when it was like 60 i had around 180 frames. that makes me think its something to do with the cpu. but there shouldnt be a problem with that, and the benchmarks said it was the gpu that was underperforming. this is so confusing.

changing graphics settings also doesn't really change the FPS i get. so i get around the same FPS on low as i do on very high. That makes it seem like a cpu bottleneck but there shouldn’t be one
