Question gpu post error

When I power on my PC it hangs on the VGA and Boot LEDs with nothing displayed on the monitor. I've Noticed the problem doesn't Happen when cycle the switch on the psu: only on subseguent boots. I have tried reseating the card and cables.

If it helps, I'm running:
ASRock B550M Steel Legend (BIOS rev p2.20)
Ryzen 5 5600x
Hyper 212 Black edition
Ballistix RGB 32gb (4x8gb) at 3600mhz
Gigabyte RTX 2070 Gaming OC
ASRock TPM2-S TPM Module
WD Blue sn550 500gb
pioneer BDR-212DBK
3 2tb Seagate Barracuda

tried to clean the ram and the gpu contacts? tried the gpu on the 2nd slot?
