GPU power limit reached gtx 1060 6gb

HI this my first attempt at oc a gpu, i set the voltage from 1.050 to max 1.093 volt and now in heaven benchmark and firestrike i reached power limit but the gpu clock and voltage stays stable is this normal or should i drop the voltage.

okay but why do so many people say your gpu should not hit power limit,if i understand this reaching power limit is only bad if you see your clock/volt being unstable and if it not unstable then it okay to reach power limit?
