My 2080ti is only showing 50% power limit in GPU-Z, is this normal or should it be at 100%?

List your FULL PC specs, and the exact make/brand and Model number of your current PSU/power supply unit. When does this Power limit show up ? In Idle desktop Mode, or while Gamming, stress test etc. ?

If your CPU is working properly within thermal design limits processing the frames to the best of its ability and the GPU usage is low, it's possible you could benefit from a more powerful CPU. As mentioned, list full system specs to help limit speculation.
