I was trying to see my temperatures for my PC with CPUID HWMonitor and I found My PNY Geforce GTX 770 is only getting .837 volts. Is this enough? I have a Xion 700 watt power supply.

The card will self throttle at idle, so that is fairly normal. You would want to check the voltage while running a GPU benchmark test (You can try out the Windows Experience tester for a convenient way to see the GPU voltages under load)

Hmm, not sure on that one. The GPU should hit around 1.2 volts under a full load. Should be over 1000Mhz on the core clock under load as well, as high as 1200Mhz depending on which PNY card you have. If it is lower then that it isn't ramping up at all.

Might try turning maximum performance on in Windows and checking the nvidia panel for the same settings.
