[SOLVED] GPU preventing boot

Hi, I'm really in need of some help. I've had issues with my PC now for the last 2 days, seemingly at complete random. For info these are my specs:

  • Ryzen 3700X (changed to Ryzen 1200 for troubleshooting)

  • Gigabyte AUROS X470 gaming-7 rev 1.1

  • PNY GeForce RTX 2080 Ti oc (changed to MSI ventus gtx 1070 for troubleshooting)

  • EVGA SuperNova G2 750w

  • Intel 660p 1TB, Corsair Force LE M.2 920GB, Corsair Force LE 500GB Sata SSD, WD blue 500GB Sata SSD, Seagate 2TB Sata HDD

  • 2x CMW16GX4M2C3200C16W (4x8gb 3200MHz sticks)

So the issue started when I went into BIOS one day and upped my CPU clock speed from 4.3GHz to 4.4, voltage from 1.25 to 1.3 and lastly RAM speed from 2133 (had forgotten to change it the last time I updated the bios) to 3600MHz. This exact config had worked previously without problem. When I went out of BIOS the PC never got back into displaying any video and was stuck before ever getting into bios.

I checked PSU cables (CPU 4+4 pin was a bit loose but it didn't work after it was put in again), changed the CPU as the motherboard isn't out-of-the-box compatible with 3rd gen ryzen, changed the GPU as the VGA error indicator light is always on when I try booting, taking out all but one stick of RAM, changing the PCIe slot the GPU is in, clearing CMOS multiple times, leaving the CMOS battery out for 15 minutes with the power cord plugged out, all to no avail.

Now I'm at a total loss for what might be wrong. Post codes have changed for every step I've done, and now the post codes cycle in this pattern 30-35-01-86-dE-Ad. Looking these codes up in the manual reveals no useful info:

30 isn't listed,

35 is between 31-36 which is labeled "CPU PEI initialization",

01 isn't listed,

86 isn't listed,

dE is reserved,

Ad is "Issue Ready to Boot event for OS boot".

So yeah. I'm at a total loss here for what to do. VGA light being on should mean a problem with the GPU, but when I've changed both the slots the gpu is in, changed the gpu, double checked the power cables, etc. it can't be the GPU, right? And why would it suddenly fail after changing CPU and RAM speed? If anyone has any ideas for what I can try here, I'd be ever so glad.

Also, booting without a gpu at all yields the same results. so it seems the motherboard doesn't even recognize that there is a gpu plugged in. I can't test with onboard graphics as I don't have a cpu with an igpu nor does the motherboard have any video output ports.
 
Because you oc the RAM from 3200mhz to 3600mhz, if you get the problem such as not boot well, then try to 3400mhz, even just 3200mhz. Make sure clear the CMOS by the jumper or removing the battery.

I've reset cmos multiple times. I've tried the button on the IO panel, using a screwdriver on the jumper as well as taking the battery out for 15 minutes. None of those seem to have had any effect unfortunately.
