[SOLVED] GPU preventing my PC from turning ON ?

Hello everyone ,
Recently I bought a used MSI Armor RX 580 8GB and before doing so I ask the seller to bring me the GPU for testing and he agreed since he doesn't have a PC , but the problem is when I plug in the Graphics Card and the 8 Pin connector the PC turn On then Off immediately and when i tried to turn it on again nothing happened, I'm currently using a GT 710 and it's working fine , I didn't buy the GPU of course since it didn't work but this problem stuck in my head and I'm afraid something might be wrong with my PSU or something else in my PC and not the RX 580 .
I have an MSI B450M A pro max motherboard with the latest Bios, Thermaltake 650W Litepower PSU , Ryzen 5 3500X and 16 GB DDR4 3000MHz RAM

If your system worked before you tried the used RX 580 and continues to work after trying the RX580 then all should be well.

Very likely the RX580 was defective in some manner.

Either a short or possibly overheating.

Occam's Razor applies......
