[SOLVED] Gpu problems with startup.

For the past week and a half I've been trying to upgrade my gpu from a radeon hd 7970 to a rx 580. I ordered on from amazon and after using it for a little time it started showing artifacts and crashing afterwards. I asked amazon for a replacement and I just got that one yesterday. This one works great, but i noticed when i put in my old hd 7970 waiting for my new one. If my computer is off for a few minutes and i try turning it on, it wont start all the way it will stop on a no input screen. If i turn it off and start it back up immediately, it will boot up fine. Have you heard of this before and how do i fix this?

Well ddu was my best shot.

Mobo make model, ram, cpu, psu,
Gpu and such.
The info you listed is great but it still leaves out some hardwares.
But the more info the better to get the help you need.

Having the rest of your specs will help.
If you can get the old card to work long enough go to guru3d.com
Get DDU= display driver uninstaller.
Follow instructions IN SAFE MODE.
Then reinstall drivers for that card.
When you get the new card run ddu again doing CLEAN AND SHUT DOWN.
Swapout cards
Then boot installing new card drivers.
