gpu pwr/vrel help

about 5 days ago there was a power outage from a storm and ever since my gpu has been having stutters that arnt necessarily even picked up by fps counters ive been creeping in the 81 82 celcius wich is 10 hotter than what I normally am at I have a 1070 and ive ran userbenchmarks and it says my gpu is running way below expectations ive ran heaven gpu-z superposition all seems im way behind in terms of gpus performance fortnite dips under 60fps gpuz says pwr/vrel /therm/ idle and I sorta get that's why im capping but I see dips or spikes up across the board in load temp MHz memory controller im actually pretty worried at this point and don't know what to do I feel like ssending in my pc because I feel like I can feel the performance drop pretty drastically for a 1070 my cpu is not the case its less than 20% utilization and under 40 temps cpus doing good it ryzen7 im sorta at my wits end also theres times where it runs good then not and times I turn it off and everything stops at once making a loud clunk and times it does not.. im scared its less than a month old t^t
 
pwr - gpu is under full use (u hit power limit lets say 150watts if u have only 6pin pci-e connector)
vrl - there is still some pwr left, but gpu is already clocked at its maximum and cannot go more, because its limited by voltage limits
those 2 are okay
thrml - gpu is overheating - here u can expect reduced GPU performance to reduce heat
idle - nothing to do, low power mode
 
thanks for the reply. I wonder if my psu is gone bad or something else is making the spike or random huge fps drops occur than because I never had my temps this high up and my gpu is obviously under preforming if userbenchmarks and superpositions anything to go by userbench had my at like 93%
