GPU R7 265 bottlenecked by old hardware?

Hello, I'm looking to upgrade my old AMD Radeon 4650 to an R7 265 but I have concerns about how much an improvement it will be considering my other hardware.

Power Supply

I'm not sure what my current PSU is in terms of w.

This is what I'm looking at getting for the new GPU: XFX Pro Series CoreEdition 80 450W PSU, XFX-P1-450S-X2B9.

CPU

Current CPU is a Phenom II x2 545 and is my main concern, particularly its limited dual core for more demanding games like Skyrim.

Should I look for an upgrade for this such as an AMD x6 FX-6300 to feel the GPU a proper improvement, or is this a marginal concern?

Thanks for any of the replies, I'm a bit lost.

The PSU is a good choice and will be required for the R7-265.
The PhII X2 545 has 2 extra cores that can possibly be unlocked to make it a 3 or 4 core processor. Success is not guaranteed, but many folks do it. If you keep the processor as is, the R7-265 will be about the max you'd want to use w/o bottleneck.
