GPU RPM won't change

Solution
I have one of those on my reserve XFX HD7950 DD and it's a fine part but you can't change the speed of those fans through the CCC or any other monitoring software.
The only ways to change the speeds are:
Connect the fans to a spare motherboard header and control them through the BIOS at startup.
Connect them to a separate fan speed controller.
An alternative is to grab a dead HD7950 or 7970 off E-bay with a working cooler and strip the PWM fans off it, attaching them to the Icy Vision with cable ties, it's the solution I'm using-I took the fans off the original XFX DD cooler, removed the Icy Vision fans and cable tied the XFX PWM fans in place, connecting them to the cards tiny little connector, a little crude but very, very effective.

It looks like that device draws power directly from the PSU, therefor the speed controls you are adjusting on the GPU can't manage the speed of the fans. Is the new device power connected directly to the PSU, motherboard power headers, or to the GPU?

Sorry for the late reply, the fan is connected directly to the GPU, I've also tried connecting it directly to the motherboard, with similar results.
