Question GPU RTX 2070 Conflicts

You shouldn't need to worry about it. IRQ resources are managed by the system and components can and do manage them much like memory resources. In the old days we had 15 IRQs available total with some reserved for certain hardware and others were addressable by you. These days its all managed by the system as there are way too many components that would need IRQs. If it was an issue you would probably not even get a display.

One thing though is it could be the built in audio codec for the GPU.

The reason I ask is I have Dell S2417DG monitor and I disconnected my new PC and formatted my old pc for my parents to have. When I did this I changed the cable I was using to a HDMI cable as I didn't have a d port connection on the old pc. When I finished and took out the old computer and HDMI cable I put the D port cable in and plugged my new pc back in. When I started it up the computer ran but the monitor did nothing. I tried various things, turning it off the pc several times and in the end more likely by fluke it ran. It just seems weird now as the computer runs fine but the mouse monitor ghosts and when I look at the maximum refresh rate I can do on display its 150hz where before there was an option up to 165hz. I have uninstalled the driver for the GPU and monitor but its still the same? I am pretty sure the mouse cursor did not ghost originally.. Any ideas what I can do?
