gpu running at 100% doing things it should be using 1% doing

i was playing skyrim with the lowest resolution, windowed with nothing else open lowest quality at 100% which caused a estimated 200ms input lag (i guess) my specs are , 8GB Ram, asus z87-k mobo, sapphire tri x r9 290 GPU, intel i7 4790k CPU and a modular corsair cx750M psu. i've formatted the computer and reinstalled all the drivers correctly, my temps are normal but that's only cause i've put all my fans to 100% and i have every single fan i can fit in my coolermaster 550 silencio tower. if you want more info i've posted another post about this only now i have a diffrent question due to more information.
 
i've been told that it should be using 100% or else i'd not be getting the most out of it. that is bullshit i should only need a couple % running 8-bit skyrim because if that uses 100% it wont be able to run games like crysis like it's suppose to, and also might i add i've tried playing league of legends with it and it runs just fine, however if i put it to max quality my computer crashes, ( crash as in my computer restarts without warning at all, it can be cold and my fans only at like 20% speed and then suddenl*restart*)
 
it would also be wonderful to chat with someone who knows his shit instead of this so i wont have to wait for an answer that might never come cause he forgot he asked a question here
 


just tried, nothing changed [ turning Vsync on in cs go increased the input lag immensely ] and also if my computer didnt sound like a helicopter my temps would also skyrocket
