Question gpu running at full speed once pc is powered on, and doesnt give a signal

before anyone says anything about the other components in this pc, yes i did check if it was a gpu issue.

it did 1 long beep and 3 short beeps everytime i started it before i unplugged the ram. once i unplugged the ram and then started it, it just stopped beeping. once i plugged the ram in again it still didn't beep. i'm not sure if thats a good thing or not, but it happened.

has anyone ever experienced this issue?

The pc is fine, believe me. I tested it in 3 other systems including my primairy one, and it works in none of them.
Not sure what model it is, but i do know its a coolermaster 650w unit
