Question Gpu running hot

Hello ,
I have a Gigabyte Aorus GTX 1070TI and it is running hot .It's idleing at 55-60 degree C and in full load it is maxing out at around 80-82 degree C. I've changed the thermal paste and the thermal pads , cleaned the heatsink and the fans , but that did not solved the problem .
In case u wondering , i have a Phanteks P400 case with 2 front intake fans , 1 top intake fan and 1 rear exhaust fan .All the fans are Corsair ML120 Fans , and as I saw on the net and reviews, they are some good fans . I still dont understand why is my gpu running so hot . It is a faulty card?Or it is standard 1070ti problem?

You will also need to mention the make and model of the PSU and it's age. Did you perform any overclocks on the GPU? If not, we're to assume you're on stock(factory) clocks. Also, you should include your ambient room air temps for us to gauge the temps. What sort of temps are you seeing on your CPU? What are you using to tax the GPU? Brand of the thermal paste and the amount used?
 
Ambient temps are around 22-24 degrees , the psu i'm using is 6months old and its an EVGA BQ 650 , model number 110-BQ-0650-V2 . I did not perform any OC[/ICODE]s neither in the GPU nor the CPU . The CPU is a Ryzen 5 1600x unit , and it is cooled by AIO , Deepcool GAMMAXX L240 V2 .Cpu temps are around 30-32 C in idle and 50-52C in full load . Thermal paste is Deepcool Z5 , I was using this type of thermal paste for years and i had no problems with it .
