GPU running much slower than it should

I just upgraded my mother and CPU and I reused my GPU from my old computer .
I notice that now my GPU is running much slower than it should , It cant even play a 1080 p video without being ridiculously choppy. Benchmarks drop to 6 FPS , and average 20-30 FPS ,I used to get 50-60 FPS on Valley Benchmark 1080p ULTRA

I'm running
MSI Z97A Gaming 7
Intel 4790K - NZXT KRAKEN X61 cooler
Powercooler Radeon R9 290
Adata XPG 16 gb ram
Corsair RM 1000

Any ideas?

Yes , I tried reinstalling them several times , I also replaced the cables , still didn't change anything . However after I overclocked my CPU up to 4.4 Ghz and upped the Voltage to 0.987 or so The problem has seemed to resolve on its own...... odd.

did you try a clean install of the drivers? even when your CPU is on stock speed there is NO WAY your GPU should have been bottlenecked by it.
