Question GPU running only at 30% power when gaming

My GPU is running only at 30% power and core cloks will stay at 1330 for like 30 sec and then dropping to 660 and staying there like 60sec and then back to 1330 and so on(tested whit gpu stress test) and my temps are staying aroun 45-63, and my games run super low FPS (45-60) on all games(Siege,Apex,Fortnite,BF) have been trying a lot of things but nothing helps, got any ideas?

Stays at 45-49c, its using my gpu at 100% usage and CPU at 7%-17% (7% at heaven benchamrk and 17% at GPU stress test) and when im running heaven my GPU dosent go further than 645MHz

This might not be the same as yours but I've had a similar issue a few years ago. My gpu a lot of the time wouldn't switch from 2d clocks to 3d, took me ages to figure out it was a faulty psu, funnily enough it was a top of the range Seasonic modular one as well.

Guess need to try whit diffrent PSU and see if it helps, i bought this one like 3 months ago i have Corsair RM750x.

So i changed my PSU RM650x, and now geting GPU power to 40% and got like 10-15 frames more ?? When i open TechPowerUp GPU-Z it says that my pref cap is idle eaven when im running GPU stress test, could this mean something? and now im running Heaven (or GPU stress test) my card is not clokking more than 1366MHz and the drops to 660MHz has stopped.

So my GPU dosent seemto wanna clock above 1366MHz, you can read from here about what i was strugline first ( https://forums.tomshardware.com/threads/gpu-running-only-at-30-power-when-gaming.3525014/ ) and now im stuck whit that my GPU dosent wanna clock more than 1366MHz for some reason, tryed unistalling all the GPU drivers many times and changing the Nvidia 3D settings and all that usual! i noticed that my bios is out of date atm, could this be the reason?
