GPU running only at 8x link

Picture bellow, just noticed my PCI-e can run at 16 (3.0) but GPU-z reports its running at 8x... Ive no idea how to troubleshoot that,

Might help to know what motherboard and PCI-Ex16 slot you're using as well as the rest of your system configuration.

its running on PCI_E 1 16x, i don't have any other PCI-E cards, all other slots are free

After briefly reviewing your manual and not seeing any conflicts, I would assume it to be an error on GPU-Zs part. Things to typically look for include other installed expansion cards, disk drives and where they are installed, shared IRQs, etc...

As I said, I did a brief review of the motherboard manual. I'd suggest doing an in-depth review for yourself. If you come up with no possible issues, then I'd assume a GPU-z error in reporting.

your gpu is in the pci-e slot no 2 on the board since other like no 5 and 7 work at 8 x .

Your gpu is not rendering 3d graphics, so it is in low power state. While in GPU-z click on the "?" next to the Bus Interface info and then click "Start Render Test"

You will see it change to x16
