GPU seems to be struggling after PC clean install

Recently I had to reset my PC. I Formatted a wiped everything and did a fresh install of windows. Before in Overwatch i would never drop below 144 fps, and in CSGO I would easily get 400+fps. Now I drop to 80fps in Overwatch and barley get above 120 fps in CSGO!

My PC Specs:
CPU: Xeon v3 1231
GPU: Asus Strix 390x
Mobo: msi Z97S SLI Krait Edition
RAM: 16 GB
Memory: 1TB WD Caviar Blue, 120GB Kingston SSD, Crucial M.2 480GB
PSU: EVGA 750 GQ
OS: Windows 10 64-bit

I originally had my Windows on my Kingston SSD, I wanted to wipe my computer clean and the SSD was faulty anyways so I figured it would be smart to wipe everything and move windows to my M.2 SSD. After everything was formatted and wiped clean and installed all my drivers. When I started to play I saw I was getting a lot less frames than before. Usually my GPU runs around 89-94 C. Now it won't go above 83 C. I ran a DDU and uninstalled my GPU, Cleaned it, and reinstalled everything but still nothing. I don't want to continue and potentially harm my computer even more, if there is any help it would be appreciated, Thank you
 
Did you put Windows Power are high performance. That gpu temp is a bit warm for me. I would put a custom fan curve and make sure your GPU drivers are at the latest
 


is that just regular power setting instead of power saver mode or something else?
 
Yes it could just be your mind messing with you. This happens to me sometimes when i reformat i think im getting less fps. I bet your settings are off or something. Are you monitoring you fps ?
 


yes, especially in CSGO because I have a strong gpu that should be able to get well over 200 fps in that game
 


Are you using any Hardware monitoring in game ? What is the GPU usage saying ? Is high performance checked of in nvidia control panel ?
 


I don't use nvidia, it is an AMD GPU, and in CSGO my GPU doesnt want to go above 750 MGz for some reason
 

Sounds like a driver issue. Did you update to the latest crimson drivers ? I would look into the Radeon software for any power saving features and turn them off
 


Yeah everything is updated, I will keep looking into it and see if AMD can do anything about it, thank you for the help!
