GPU showing fine in device manager but not detected by any other program

I have been using my GTX 960 for less than half a year now. Today I was playing a game, from 2007 so it was not too taxing, when suddenly I stopped getting any display output or sound. After restarting my computer I found that my CPU was now being used for display and the graphics card's fans were no longer spinning. When I right clicked on my desktop and clicked on NVIDIA Control Panel I got a message saying "You are not currently using a display attached to an NVIDIA GPU."

Everything I checked made it seem like my GPU was dead except the device manager said that "This device is working properly." I even tried uninstalling the device driver which made it disappear from the device manager for a minute only to come back again. Even after reinstalling the driver it is not working. I even tried removing the GPU and reinstalling it with no luck.

If it helps, the fans do seem to run at startup only to stop spinning a minute or so later. Any help will be appreciated.
