GPU sound like old lighting sound

Turned on game (pubg), and the sound was like those old day horizontal structured light on above... could this be coil whine? I doubt this because coil whine sounded totally different.

PSU - 500W <- could this be the problem?

Yeah coil whine. Can sound different in lots of cases. Sometimes its a high pitched whine, othertimes its more like a buzzing or similar electrical noise.

I heard that v sync would eliminate the sound but it didn't. Could it be some other issue?

What if there's faint smoke'ish smell ? What would be the case?

Vsync can stop it sometimes, when its only occuring at high frame rates, but thats not always the case.

faint smoke smell sounds unrelated.
